Yes. Downloads are free during beta and no subscription is required yet. Paid subscriptions will launch soon; the monthly and yearly prices on this page are the intended plans.
What do I get without a subscription?

How do I subscribe?
Install DXF Exporter from the Onshape App Store, then open it in a document. When you download a DXF package, you can choose a monthly or yearly plan and continue to checkout.
Do Onshape usage limits still apply?
Yes. DXF Exporter analyses your model through Onshape, so your Onshape account usage limit still applies. A DXF Exporter subscription does not increase that limit. See the Onshape usage limits guide.
Can I cancel anytime?
You can stop renewal at any time through the billing process in the app. Cancellation stops future charges; access continues until the end of the paid billing period. Tax is calculated at checkout.
